Second, much more efforts should be made to put the population planning policy into practice, because more people means more people means more pollution. Finally, those who destroy the environment intentionally should be severely punished. Finally more and more people suggest that living blocks with shopping centers， schools， hospitals as well as cinemas and theatres round them or even satellite towns should be built in city suburbs or the countryside round the cities. In this way city citizens will be encouraged to move there to live and work. If these three proposals are well carried out， the city population will be greatly reduced.
